ABOUT Eubert Espira

Eubert is seasoned M&E and Data Systems specialist with a profound expertise in strengthening subnational data systems across Sub-Saharan Africa. Currently spearheading the Gates Data System project, Eubert’s meticulous approach and visionary leadership have propelled him to the forefront of data-driven development initiatives. Additionally, as a Monitoring and Evaluation (M&E) and data systems specialist within the corporate M&E unit, Eubert brings an exceptional blend of technical prowess and strategic thinking, ensuring optimal project outcomes and informed decision-making.

Eubert brings a wealth of experience from his previous engagements with esteemed organizations such as the World Bank, DfID, UNOPS, UNDP, FCDO, and the South African Development Community. Having held prominent positions in multiple sub-Saharan African countries including Namibia, South Africa, Uganda, Ghana, the Democratic Republic of Congo, Malawi, South Sudan, and Ethiopia, Eubert has demonstrated his leadership capabilities and expertise in diverse contexts. Notably, he served as the Country Director and Co-founder of Gaiasoft International Limited, further solidifying his contributions to the region’s development.

Eubert holds a Master’s degree in Public Health (Epidemiology) obtained in 2010 and a Master’s degree in (Msc) Pharmacogenomics achieved in 2012 from Moi University, Kenya. In 2017, he successfully completed a PhD in Tropical Medicine, further expanding his expertise in the field.
