The African Population and Health Research Center (APHRC) is a premier research-to-policy institution, generating evidence, strengthening research and related capacity in the African research and development ecosystem, and engaging policy to inform action on health and development. The Center is Africa-based and African-led, with its headquarters in Nairobi, Kenya, and a West Africa Regional Office (WARO), in Dakar, Senegal. APHRC seeks to drive change by developing strong African research leadership and promoting evidence-informed decision-making (EIDM) across sub-Saharan Africa.

APHRC seeks to recruit a Monitoring, Evaluation & Learning (MEL) Officer to join the Measurement Evaluation and Learning (MEL) team.

Purpose

The position is based at the Head Office in Nairobi, Kenya. The Monitoring, Evaluation & Learning Officer will serve as the focal person for all Monitoring Evaluation and Learning (MEL) activity at the Center, to synthesize, analyze and utilize the MEL quantitative and qualitative data obtained to develop impact stories and case studies.  S/he will support the Center’s MEL agenda as well as knowledge translation and facilitate the documentation and sharing of best practices. The MEL Officer working closely with the MEL team will assess the performance of the Center’s 2022-2026 Strategic Plan and provide mechanisms for continuous performance improvement towards set targets, and achievement of impact as envisioned by the strategy. S/he will address requests from themes, coordinate MEL capacity building, and offer supportive supervision.

Duties/ Responsibilities

Monitoring and Evaluation

  • Lead the preparation of monthly program reports, quarterly Senior Management Team reports and annual reports as well as project M&E reports.
  • Support in reviewing evaluation reports across divisions, themes, and sub-themes.
  • Provide monitoring, evaluation and learning technical support to divisions, themes and sub-themes during proposal writing, implementation and program review.
  • Provide technical support in the preparation of evaluation findings, reports, and articles for appropriate audiences.
  • Ensure relevant and timely M&E information is utilized for routine programs- internal reflection on the effectiveness or need for adaptation to strategies.
  • Support research and evaluations by developing suitable and innovative methodologies and approaches in survey design and implementation at APHRC.
  • Design and develop M&E tools, result frameworks, logic models, and theory of change upon request from themes and units.
  • Handle and ensure timely response to requests made by themes and sub-themes through the APHRC MEL helpdesk to meet the MEL requirements across the Center.
  • Support in the production of MEL documents used for publicity, visibility, and advocacy.
  • Provide technical support on M&E data analysis and reporting.

Knowledge Management & Learning

Working in collaboration with the Knowledge Management and Learning Specialist, the MEL Officer shall:

  • Coordinate the submission, publication and dissemination of critical knowledge products on MEL on the Knowhub portal.
  • Ensure the publication database is updated and available on the Knowhub for easier tracking and retrieval.
  • Contribute to the synthesis of MEL evidence with strategic information for evidence-informed decision-making (EIDM).
  • Support in the synthesis of programmatic outcomes and pathways to impact and   their translation into impact stories and case studies.
  • Facilitate sharing of best practices among partners (coordinating cross-pollination and a community of practice.)
  • Create graphic design materials for MEL reports including quarterly performance reports, annual reports, Pause & Reflect reports, and impact- evidence reports.
  • Ensure that all published content is delivered to high standards and in line with the APHRC guidelines through copyediting.
  • Liaise with designers and external suppliers to ensure collateral are produced on time, in budget, and to the required standard.
  • Facilitate cross-division/theme learning and best practice transfer through documentation and sharing of lessons learned for organizational learning.
  • In collaboration with the Knowledge Management and Learning Specialist, organize knowledge-sharing and learning events, Pause and Reflect sessions with staff or external key partners.

Systems Strengthening and Capacity Strengthening

  • Support the implementation of the impact-tracking model using the APHRC impact-tracking tool.
  • Support the set-up, operationalization, and coordination of the MEL Community of Practice.
  • Support the rollout, optimization and maintenance of the MEL platform alongside the software developer.
  • Support capacity strengthening of APHRC staff on MEL systems and processes.
  • Provide training to staff and partners to strengthen core MEL skills.

Qualifications, Skills & Experience

  • Bachelor’s degree in Monitoring and Evaluation, Project Management, Social- Sciences, or related discipline.
  • At least 6 years post qualification work experience as a Monitoring and Evaluation Officer.
  • Experience implementing MEL activities at institutional level.
  • Strong understanding of core MEL principles and practices.
  • Good knowledge of data analysis software including Excel, SPSS, R, Python, Tableau, Power Bi and Microsoft SQL
  • Proven experience in leading learning initiatives and knowledge translation activities.
  • Strong interpersonal skills to work collaboratively in a diverse environment.
  • Exceptional organizational and coordination skills.
  • Excellent written and oral communication skills in English is essential.
