TERMS OF REFERENCE – POLICY RESEARCH CONSULTANT Posted on 31/10/2022 (01/02/2023) by lillian osano CAREERS GET INVOLVED // CAREERS TERMS OF REFERENCE – POLICY RESEARCH CONSULTANT Deadline: November 25, 2022 Closed Job BACKGROUND The African Population and Health Research Center (APHRC) is a leading Africa-based, African-led, international research institution headquartered in Nairobi, Kenya, with a regional office in Dakar, Senegal. Our researchers are contributing to the body of evidence about the critical issues in population health and wellbeing impeding Africa’s development in order to provide strong direction and recommendations to policy and decision-makers at all levels. SCOPE OF WORK This study will include the following activities: Identifying health areas and policies. Assessing content of existing policies in two health areas per country. Analyzing agenda-setting, policy formulation and context factors relating to developing gender and equity responsive policy. Conducting key informant interviews. Prospective policy management. SPECIFIC ROLES AND RESPONSIBILITIES Reviewing, advising on approach and preparing final interview tools, including approach letters, consent forms and interview schedules. (These are available in draft form, ethical approval has been secured). Work with APHRC to identify and approach potential interviewees within organizations under review. This will include conducting in-depth interviews and key informant interviews. Conduct Key Informant Interviews (KIIs) with policy formulators. Conduct in Depth Interviews (IDIs) with policy stakeholders. Analyze interviews using framework analysis approach and thematic coding. Prepare a brief (8-10 pages) final report on methods, findings, conclusions and recommendations. Advise on how findings from the interviews may be integrated with findings from workforce data and evidence reviews on barriers and enablers to women’s progression in the workforce. Participate in relevant all-project and work stream specific meetings as requested. REQUIRED SKILLS AND EXPERIENCE A Master’s degree in Public Policy or Gender related field. A PhD will be an added advantage. At least five years’ experience working in Research, Public/Health Policy or a Gender related space. Professional experience in or having formal training in conducting policy interviews with government stakeholders. Ability to write research reports and to effectively disseminate outcomes. At least five years’ experience working in research, Public/health policy or a gender related space.
