TERMS OF REFERENCE: CONSULTANCY TO CARRY OUT A COMPREHENSIVE JOB EVALUATION EXERCISE FOR THE AFRICAN POPULATION AND HEALTH RESEARCH CENTER

1. Background

The African Population and Health Research Center (APHRC) was established in 2001 as a Pan-African Non-Governmental Organization. Its mission is to generate evidence, strengthen research and related capacity in the Africa Research & Development ecosystem, and engage with decision makers to inform action on health and development.

APHRC conducted its first job evaluation four years ago that resulted in several recommendations including the need to conduct regular job evaluations.

APHRC has had tremendous changes and growth in its systems, staff numbers, number and nature of projects as well as number of jobs. In addition, APHRC recently developed a new five-year Strategic Plan that created a new organizational structure.  In order to retain talent, stay competitive and operate in a competitive labor market, APHRC is undertaking a comprehensive job evaluation exercise to establish the real worth of existing and new positions within its organizational structure.

2. Objective

The main objective of the consultancy is to undertake a comprehensive Job Analysis and Job Evaluation of APHRC jobs to ensure alignment of functions and grade levels, taking into account the basic concept of equal pay for equal value of work.

3. Activities

  • Carry out a literature review of available in-house information related to the assignment including consolidated list of positions to be reviewed, existing job descriptions, e.t.c
  • Assess and document the extent to which the recommendations from the previous job evaluation were implemented and the lessons learned
  • Train a APHRC Job Evaluation Committee to build their capacity on Job Analysis and familiarization with Job Evaluation
  • Review and revise job descriptions and determine the skills, competencies and qualifications required for each position
  • Develop instruments and work closely with the Job Evaluation Committee to analyse and evaluate all positions at the Center (currently about 82 positions).

4. Expected Outputs/Deliverables

  • Draft Job Analysis and Evaluation report which will contain but not be limited to:

(i)  Criteria for job classification

(ii)  Job classification

(iii) Job analysis results

(iv) Job evaluation results

(v) Recommended Job descriptions, job classification and grading based on evaluation results

(vi) Recommendation on  APHRC Salary scales

  • A final report on the review, findings and recommendations submitted to management and the Board
  • Recommendations to facilitate effective implementation of the outcome of the job evaluation exercise.

The proposals should include the technical proposal (methodology, work plan e.t.c), financial proposal, the profile of the organization and CVs of experts who will undertake the consultancy.
