TERMS OF REFERENCE – CAPACITY STRENGTHENING ASSESSMENT CONSULTANT

Introduction

The African Population and Health Research Center (APHRC) is a leading Africa-based, African-led, international research institution headquartered in Nairobi, Kenya, with a regional office in Dakar, Senegal. Our researchers are contributing to the body of evidence about the critical issues in population health and wellbeing impeding Africa’s development in order to provide strong direction and recommendations to policy- and decision-makers at all levels. Our priority research areas are Human Development, Health and Well-Being, Data Science and Evaluation, and Population Dynamics and Urbanization in Africa. In addition to the research component, APHRC has other programmatic areas in Research and Related Capacity Strengthening, Policy Engagement and Communications and International programs.

APHRC is implementing a four year research to policy program – Challenging the Politics of Social Exclusion (CPSE). The program seeks to support the full domestication and translation into practice of continental commitments forged collectively by the African States. This is to enhance sexual and reproductive health and realize the rights of all, including young people and women, in pursuit of the aspirations of Agenda 2063 and development that leaves no one behind.

The CPSE program aims to act as a critical and neutral knowledge partner to the constellation of actors working towards the full domestication and implementation of continental commitments on sexual and reproductive health and the rights of Africa’s young people and women. As a knowledge partner, CPSE will work to support these actors in developing and deploying effective, evidence-based advocacy, specifically on three focal Sexual and Reproductive Health and Rights (SRHR) issues:

1. The sexual and reproductive health and the rights of adolescents.
2. Access to safe abortion and post-abortion care.
3. The discrimination of marginalized sexual and gender minority groups.

Project approach

CPSE’s work is anchored on partnerships with key government and civil society bodies at the regional and sub-regional levels in Eastern, Southern, and Western Africa in seven countries: Kenya, Rwanda, Zambia, Malawi, Sierra Leone, Burkina Faso, and Liberia. Across these geographies, CPSE encompasses three key pillars of work, namely:

• Research – generating policy-relevant evidence;
• Supporting the use of evidence in advocating for change; and
• Strengthening capacities of policy partners to use evidence and learning to achieve change.

APHRC is seeking a passionate and meticulous consultant to evaluate how useful our capacity-strengthening sessions for our partners have been for them, especially for the Southern African Development Community Parliamentary Forum (SADC PF), East African Community (EAC), and other partners. The information gathered should help us determine if they are using the skills and knowledge in their work, what we can change to enhance the sessions, and any other outcomes resulting from the sessions.

Scope of Work

• Develop a capacity-strengthening assessment framework that will be used to conduct the assessment.
• Conduct a rapid desk review of the capacity-strengthening documents, plans, and processes.
• Work with the team to design tools, frameworks, strategies, and methodologies to administer the capacity-strengthening assessment which can be used for future sessions.
• Assess the impact and effectiveness of our capacity-strengthening sessions on our partners among them SADC PF and EAC.
• Identify other opportunities for capacity building for our partners.
• Develop a report with key findings and provide actionable recommendations for our capacity-strengthening sessions.
• Offer a detailed presentation of the key findings, lessons learned, best practices, and actionable recommendations.

Required Qualifications and Skills

1. Master’s degree in Social Sciences, Public Administration, or a related field.
2. Minimum of five years in capacity building assessment and monitoring and evaluation.
3. Experience conducting research, capacity assessments, and evaluations.
4. Excellent report writing and analytical skills.
5. Excellent command of English is required.
6. The ability to carry out the assessment and report in English, French, and Portuguese is necessary.
