The African Population and Health Research Center (APHRC) is an African-based, African-led, international nongovernmental organization that conducts high-level scientific research in areas such as education, population, health, aging, urbanization, and the well-being of African populations. APHRC aims to bring about change in sub-Saharan Africa using reliable data analyzed by experienced African researchers. Our research programs are oriented toward continental development priorities and are guided by the belief that evidence must be at the forefront of decisions about the health and well-being of populations and the development of the continent. APHRC is seeking to fill the position of Program Accountant for its regional office based in Dakar, Senegal.

Roles and Responsibilities

  1. Budgeting and Forecasting
    • Collaborate with project managers and principal investigators to develop project budgets.
    • Assist in forecasting financial requirements for ongoing and upcoming research projects.
    • Monitor and analyse budget variances, providing explanations and recommendations as needed.
    • Provide training and support to project teams on financial systems.
  2. Grant and Proposal Support
    • Work closely with researchers to prepare financial components of grant proposals.
    • Ensure compliance with funding agency guidelines and regulations.
    • Assist in budget development for grant applications and ensure alignment with organizational policies.
  3. Financial Reporting
    • Generate regular financial reports for project stakeholders, including project managers, principal investigators, and funding agencies.
    • Provide detailed financial analysis to support decision-making and project planning.
    • Ensure accuracy and compliance with accounting standards and regulations.
  4. Expense Tracking and Monitoring
    • Monitor project expenditures and ensure they align with approved budgets.
    • Identify and address any discrepancies or irregularities in project expenses.
    • Collaborate with project teams to control costs and optimize resource utilization.
  5. Compliance and Audit
    • Ensure compliance with financial regulations and funding agency requirements.
    • Prepare for and participate in audits related to research projects.
    • Maintain proper documentation and records to support audit trails.
  6. Communication and Collaboration
    • Collaborate with project teams, researchers, and other stakeholders to address financial concerns and provide guidance.
    • Communicate financial information effectively to non-financial stakeholders.
    • Foster a collaborative and supportive environment within the organization.
  7. Risk Management
    • Identify and assess financial risks associated with research projects.
    • Develop strategies to mitigate financial risks and ensure project success.
    • Proactively address potential issues and challenges related to project finances.
  8. Project Closure and Reporting
    • Facilitate the financial closure of projects, ensuring all expenses are appropriately accounted for.
    • Prepare final financial reports and documentation for project completion.
    • Stay updated on industry best practices and changes in accounting standards.

Qualifications and experiences :

  • Bachelor’s degree in Finance, Accounting, Business Administration or related field.
  • Must be a Certified Public Accountant (CPA III) or Chartered Certified Accountant (ACCA) equivalent
  • At least 3 years’ experience working in an international NGO.
  • Proficiency in Navision (MS Dynamics).
  • Ability to work independently, set priorities, juggle tasks and meet strict deadlines.
  • Excellent interpersonal and organizational skills; demonstrated ability to follow assignments through to completion.
