Good on Paper, Weak on Implementation: Delayed Gains of the Sector Policy for the Inclusion of Children with Disabilities in Kenya

The 2018 sector policy in Kenya marks a significant step toward the inclusion of children with disabilities by advocating their integration into mainstream schools and improving access to specialized resources, trained teachers, and accessible infrastructure. Emphasizing holistic support, it seeks to combine health, education, and social services to address diverse needs. However, despite the policy’s potential to create a fully inclusive educational environment, implementation gaps remain. With only 24,000 children with disabilities in public-funded special schools, many still lack access to inclusive education opportunities, highlighting the need for more robust, widespread policy enforcement.
