Roles of Partnership Forum and Liaisons (focal persons)

The Partnership Forum (PF) monitors the overall performance and progress and deliberates on strategies, initiatives and policies that pertain to INSPIRE before recommending these to the BoM for adoption. The PF comprises the liaisons (focal persons) constitute the partnership forum and their responsibilities are to:
- Manage INSPIRE’s activities within their institutions
- Increase visibility of INSPIRE within their institutions
- Disseminate within their institutions INSPIRE information that pertains to fundraising opportunities, international data management and stewardship best practices, policy engagement initiatives and capacity strengthening initiatives in data management
- Identify and engage experts in INSPIRE’s initiatives both at the institution and network-level
- Nominate of members within their institutions for various INSPIRE activities, including trainings, among others
- Prepare proposals for the support of their institutions’ data management infrastructure
- Report progress and account for funds within stipulated timelines
- Coordinate hosted activities in collaboration with the INSPIRE Secretariat
- Liaise with INSPIRE Secretariat to institutionalize INSPIRE’s innovations
Roles of Secretariat
The secretariat is responsible for the management of INSPIRE and coordinates with liaisons within the partnership forum to ensure that each LPS contributes to the INSPIRE’s strategies and activities in a well-coordinated process that is monitored and evaluated. It is accountable to its members for its directions, decisions, activities and performance. The secretariat is led by the Executive Director (ED) of APHRC and is responsible for:
- Management of INSPIRE via collaboration with the Partnership Forum
- Overall financial accountability of INSPIRE
- Being the legal entity that enters into formal agreements
- Maintaining a database of all memberships and sending reminders on renewal of contracts to liaisons before the expiry date
- Monitoring the progress of INSPIRE in member institutions in order to ensure that they are fulfilling their agreed-upon obligations
