The Center is Africa-based and African-led, with its headquarters in Nairobi, Kenya, and a West Africa Regional Office (WARO), in Dakar, Senegal. APHRC seeks to drive change by developing strong African research leadership and promoting evidence-informed decision-making (EIDM) across sub-Saharan Africa. APHRC is implementing a project aimed at Strengthening Subnational Data Systems in Africa to promote improved evidence-based policy making at Sub-national level in Uganda, Niger, Senegal and Burkina Faso. A key goal of the project is to support local governments in these countries set up systems to upgrade their data value chains so as to ease data collection, access and use. Helping them build good and sustainable data management infrastructure is therefore one of our paramount undertakings. APHRC invites proposals from experienced software development companies or individual consultants to design and develop a robust, user-friendly, web-based application for data tracking, entry, and visualization. The application will enable users to input data, collect relevant information, visualize it through interactive graphs and geographic mapping, and associate visual media (e.g., photos) with geo-tagged facilities. Objective The main objective is to provide a centralized platform that promotes transparency and accountability in service delivery by enhancing data collection, improved decision-making through data visualization, and supports geo-tagged imagery to monitor facilities effectively. Scope of Work 1. Application Features ○ Data Entry and Management: ■ User-friendly forms for data entry. ■ Role-based access control for different types of users (e.g., admin, data entry staff, viewers). ■ Data validation mechanisms to ensure accuracy. ○ Visualization: ■ Dynamic graphs and charts for data analysis (bar charts, line graphs, pie charts, etc.). ■ Geo-location mapping to display facilities on an interactive map. ■ Integration of satellite or street-level imagery with the map. ○ Media Integration: ■ Upload and display pictures associated with facilities. ■ Automatic geo-tagging of images to ensure location accuracy. 2. Technical Requirements ○ Web-based application accessible on major browsers (Chrome, Edge, Firefox). ○ Responsive design for use on desktops, tablets, and mobile devices. ○ Secure database to store all information. ○ API integration to support data import/export and third-party systems. ○ Adherence to GDPR and other relevant data protection regulations. 3. Reporting ○ Customizable reports exportable in PDF, Excel, and CSV formats. ○ Ability to generate time-based and location-based reports. 4. Administration and Support ○ Admin dashboard for system management. ○ User activity logs for accountability. ○ Regular updates and maintenance for the platform. Proposal Requirements Proposals must include: 1. Company Information: ○ Company name, address, and contact details. ○ Relevant experience in developing similar applications. 2. Technical Approach: ○ Proposed technologies and frameworks. ○ Architecture and security measures. ○ High-level project timeline and milestones. 3. Budget: ○ Itemized cost breakdown (development, hosting, support). ○ Licensing costs (if applicable). 4. Team: ○ Profiles of the team members involved. ○ References for similar projects. 5. Additional Deliverables: ○ Documentation (user manuals, technical documentation). ○ Training for end-users and administrators. ○ Source code and database 6. Duration o This work will be carried out for a total of 35 days from the start date in the signed contract.
