Stephen Mulupi

Research Officer

Stephen is a research officer in the Populations Dynamics and Reproductive Health department, working on the Comprehensive Sexuality Education, Strengthening Evidence for Programming on Unintended Pregnancies (STEP UP) and Maternal near Miss projects.

He holds a MSc Public Health Degree from the London School of Hygiene and Tropical Medicine and a BSc Environmental Health Science from Moi University. He previously worked as a Research officer at KEMRI-Wellcome Trust Research Program ( Health Systems Research Unit). His overall research interest is identifying feasible policy solutions for reforming the Kenyan Health financing system to universal health coverage. His research experience covers community-based health insurance schemes, the National Hospital Insurance Fund (NHIF), private health insurance schemes and devolved governments across Kenya.  He also has experience on ethical issues around benefits and payments to research participants in KEMRI studies.

Stephen has published in peer reviewed journals as well as working papers. As a member of the technical working group on purchasing and health benefits, he contributed to the design of new national health financing strategy, currently under consideration by the Kenyan government.

Stephen is driven by a desire to make pragmatic contributions to the universal health coverage agenda in Africa.
