APRHC IS SEEKING A QUALIFIED DATABASE DEVELOPER FOR SHORT-TERM CONSULTANCY
The African Population and Health Research Center (APHRC) is an international non-profit, non-governmental organization that carries out high quality, policy relevant research on population, health and education issues facing sub-Saharan Africa.
APRHC provides analysis and synthesis across multiple sources of information for the Africa Constituencies Bureau to the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria. The Bureau’s mandate is to support the 47 countries of East and Southern Africa (ESA) and West and Central Africa (WCA) constituencies to meaningfully participate and represent African issues during meetings of the Board and its respective committees. As the largest recipient of Global Fund investments, the Africa Constituencies have both a mandate and responsibility to be active, engaged members in the decisions by the multilateral financing mechanism, which allocates US$4 billion annually.
SCOPE OF WORK
The consultant will build a searchable online database of content to be provided by APHRC. The work will commence in February 2017 and conclude no later than March 31, 2017. At a minimum, the database will:
Be clean, attractive, well-designed (light weight and fast), and easy to use
Be fully-functional in both French and English (French content provided)
Searchable by date, meeting type, key words, language, region, and other fields as discussed.
Be easy to update in the future by a non-computer programmer upon completion with a simple and secure administrator side
Use code that is highly reusable and modular for future expansion
Be search engine optimized for all major search engines (including Google, Bing, and Yahoo at a minimum)
Be cross-browser compatible
Have easily configurable roles and user privileges on the administrator side for different user levels
Be accessible to people using adaptive technology
Be optimized for mobile use
QUALIFICATIONS OR SPECIALIZED KNOWLEDGE AND/OR EXPERIENCE
Be a qualified full stack web developer with several years of experience in developing web applications and use of relational databases with web frameworks such as Laravel, CI, Zend or Yii
Experience using collaborative software tools such as SVN, GIT, CVS, Mercurial for version control purposes
Strong skills in designing interactive responsive user interfaces
Ability to analyze and critique requirements and make recommendations on possible solution designs
Ability to complete work independently, incorporate client feedback, and deliver on deadline
Fluency in English required; French is a plus but not required
