The African Population and Health Research Center (APHRC) is an international non-profit, non-governmental research organization committed to conducting high quality and policy relevant research on population, health, education and development issues facing sub-Saharan Africa. APHRC seeks to recruit a Consultant with expertise and experience in policy analysis and qualitative methods to work in the Health and Systems for Health Unit on NCDPolicy Landscape Analysis Project, for a period of about 2 months (for approximately 20 working days) starting from mid-December 2018.
The overall aim of the research project is to establish a comprehensive understanding of the political landscape in which policies for NCDs are developed and implemented in Kenya. To fulfil the aim of the research, a landscape analysis will be undertaken with a particular focus on policies relevant to sugar-sweetened beverage (SSB) taxation and the use of revenue to promote access to healthy foods. The project will also assess the existing and required evidence regarding the scope and nature of diet-related NCDs in Kenya, the evidence on the potential benefits of legislative, fiscal and regulatory measures and the political context for adoption of SSB tax-related policies.The Specific objectives of the project are;
To understand data availability on diet-related NCDs and associated diet- and food-related indicators
To analyse the current policy landscape that would enable or challenge the prevention and control of diet-related NCDs
To describe the history and present state of the SSB-relevant industries
The main activities the consultant will undertake include;
Conducting a desk review and case studies on the available data and data sources on diet-related NCDs including food and dietary data, anthropometry data, disease burden, health services data in Kenya.
Conducting a policy review and analysis of Sugar- Sweetened Beverages taxation (SSB) and policies related to the use of revenue to promote access to healthy foods.
Conducting stakeholder analysis on key actors with potential influence on the adoption of SSB taxes and use of revenue to promote healthy food access in Kenya.
Conducting interviews (Key Informant Interviews) to understand the policy and political context, as well as identify facilitators and barriers to policy change regarding diet-related NCDs
Qualitative data management and analysis
Any other activity assigned by the project manager
Qualifications and Experience:
An advanced degree (Masters or PhD level) in Public Health, Nutrition or closely related field
Proven experience in conducting policy review, desk review and case studies. Experience working on Nutrition or NCD related policy reviews is an essential requirement.
Strong qualitative skills ( data collection, management, analysis and interpretation)
Strong analytical and report writing skills.
Computer literacy in Microsoft packages (e.g. MS Word, MS PowerPoint and MS Excel).
