The African Population and Health Research Center (APHRC) is a Pan-African, non-profit, nongovernmental international organization committed to conducting policy-relevant research on population, health and education issues in sub-Saharan Africa. The Center was established in 1995 as a program of the Population Council and became an autonomous research institute in 2001. In addition to conducting research, APHRC promotes the use of research evidence to inform policy and practice and also addresses capacity strengthening of African scholars and institutions to conduct research. APHRC seeks to contribute to science by generating credible knowledge that can inform both policy formulation as well as its efficient implementation throughout the African continent.
Presently, our research seeks to improve the understanding of population and health issues through development and implementation of innovative policy-oriented research programs to address the region’s key population, health and education challenges. This focus is determined by our mission of being: “A global center of excellence, consistently generating and delivering relevant scientific evidence for policy and action in Africa”. We are currently pursuing this mission through the three inter-connected programs of Research, Policy Engagement and Communication, and Research Capacity Strengthening. Our research priorities are currently aligned into five thematic areas comprising aging and development; education; health challenges and systems; population dynamics and reproductive health; and urbanization and wellbeing. Globally, our credibility is growing as a reliable source of evidence-based information on key issues which currently confront sub Saharan Africa.
To ensure that our research products are locally owned, relevant and responsive to policy and program needs, we emphasize continuous dialogue with policymakers and program managers at all stages of the research process. We disseminate our research findings to potential end-users in a timely and clear manner. Collaboration with policy makers in research projects, targeted policy engagement and dissemination events, serving on various international panels, and the mass media are some of our key channels for policy dialogue. APHRC works closely with parliamentarians not only in Kenya, but also in the region through the Network of African Parliamentary Alliance of Committees on Health (NEAPACoH). Our engagement with the mass media has seen APHRC’s findings extensively featured in both print and electronic media in Kenya and across the region.
APHRC is committed to strengthening professional and institutional research capacity in the region through targeted scientific and methodological seminars, research traineeships and internships, postdoctoral and sabbatical fellowships, scholar exchanges, and supporting doctoral training programs in African universities. The purpose is to enhance the role of African scholars in generating credible evidence to inform population and health policies and programs in the region.
The Center’s current strategic plan (2011-2016) is coming to an end next year. A new strategic plan therefore needs to be developed for approval by the Board in November 2016 to become operational in January 2017. APHRC requires an experienced and competent consultant to design and facilitate processes to engage APHRC staff in the development of the new Strategic Plan to cover the period 2017-2021.
The objective of this consultancy is to propose a suitable and sequential process design as well as to facilitate a strategic planning process that is inclusive, iterative and solicits and integrates feedback from all staff in order to craft a draft five-year strategic plan for the period 2017-2021 by June 2016.
Specific tasks and deliverables will include:
a) Design a process for developing a strategic plan
b) Facilitate planned retreats
c) Document the retreat outcomes
d) Propose a suitable design for the Strategic Plan
e) Produce a draft strategic plan version one and supportive documents capturing key elements for the ultimately required draft operational plan, resource mobilization strategy and organizational management structure.
The planning process must address all the issues, assemble all the data and make all the strategic decisions necessary for the complete compilation of a Strategic Plan document.
The contract will commence on 1 February 2016 and conclude by July 31 2016.
Responsibilities of APHRC
i) Provide relevant background documents.
iii) Liaison and assistance in communicating with stakeholders.
iv) Handle all logistical retreat arrangements.
Qualifications and experience
A consultant/s experienced in the design, facilitation and documentation of strategic plans will be hired for this process. The consultant/s will be expected to deliver on the agreed APHRC expectations. The successful applicant will have at least ten years professional experience in strategic planning and organizational management. The consultant/s must be available to commence the work by 1 February 2016.
