Patricia C. Vaughan

Board Member

Patricia is the General Counsel and Corporate Secretary of the Population Council (the “Council”), which conducts public health, social science, and biomedical research worldwide. 

She is responsible for the management of the Council’s legal and regulatory affairs and participates in the management of the Council’s business relationships with the pharmaceutical industry.  Prior to joining the Council in 1997, she was in private law practice in New York City and served as General Counsel of an insurance trade association.  Her substantive areas of practice include intellectual property, licensing, contracts, employment, research integrity, not-for-profit, insurance, international, and corporate governance.

Patricia is a member of the Council on Foreign Relations and an adjunct lecturer at the State University of New York at Purchase.  She helped found and is a member of the board of directors of Solutions for Innovative Policies, Programs and Technologies, NPC, Johannesburg, South Africa and is an advisor to the ICA Foundation, Turku, Finland.  Patricia is also a member of the board of directors and chair of the nominating committee of Literacy Volunteers of Westchester and Rockland Counties, New York and a trustee of the South Mountain Wildlife Rehabilitation Center, Maplewood, New Jersey.  She received her A.B. from Princeton University in Public and International Affairs and her Juris Doctor from Columbia University School of Law.  She is admitted to practice in New York and New Jersey.
